ITE Specification
From the ITE Notice of Intent to Adopt: "This specification sets forth the required performance of traffic signal modules using light-emitting diodes as a light source. It is being issued as Part 2 to the existing ITE Vehicle Traffic Control Signal Head (VTCSH) standard. The Specification has been written to reflect what is currently known about LED technology and the needs of the drivers on our streets and highways."

Caltrans Specification
The California Department of Transportation specifications include provisions for the minimum intensities permissible under certain temperature ranges. The specification outlines that in certain locations (such as, perhaps, those which experience extremely high temperatures), the use of LED traffic signals may not be advisable. Caltrans also has specifications for pedestrian crossing signals.
